FARAAN: Antonio Guterres, the Secretary-General of the United Nations, in his seventeenth report on the implementation of Security Council Resolution 2231 (2015) and the JCPOA, stated that the US has not suspended or lifted sanctions since 2018 and has also not extended oil exemptions. He reiterated his call for all members of this agreement and the US to pursue all available paths for dialogue and cooperation.
In line with the implementation of Security Council Resolution 2231 (2015), Antonio Guterres, the Secretary-General of the United Nations, has presented his seventeenth report, which is being discussed at today’s meeting (Monday). The seventeenth report of UN Secretary-General Antonio Guterres was read by Ms. Rosemary DiCarlo, the Deputy Secretary-General for Political Affairs.
Implementation of regulations related to the nuclear program
Since December 15, 2023, no new proposals for participation or permission for activities outlined in Paragraph 2 of Annex B of Resolution 2231 (2015) have been submitted and approved through the relevant channel by the Security Council. The Security Council has received new notifications during the reporting period under Paragraph 2 of Annex B of Resolution 2231 (2015) for some nuclear-related activities consistent with the JCPOA, which do not require approval but must be reported to the Council or the Joint Commission of the JCPOA. The decision to extend exemptions for projects preventing the proliferation of nuclear weapons as outlined in the program and related regulations under Annex B of Resolution 2231 (2015) is currently under review by the United States. The UN Secretariat supports the Security Council and facilitates the implementation of Resolution 2231 (2015).
The UN Secretariat, in close collaboration with the facilitator of the implementation of Resolution 2231 (2015), continues to support the work of the Security Council. The Secretariat also maintains its engagement with the Procurement Working Group of the Joint Commission on related matters.
According to Resolution 2231, the UN Secretary-General’s report is presented every six months at a regular meeting of the UN Security Council, where the Ambassador and Permanent Representative of the Islamic Republic of Iran to the United Nations also speaks. At the previous meeting held on December 18, 2023, the sixteenth report of the UN Secretary-General on the implementation of Resolution 2231 and the Joint Comprehensive Plan of Action (JCPOA) was reviewed.
South Korea holds the rotating presidency of the Security Council for the current month (June).
The seventeenth report of the UN Secretary-General is notably brief compared to previous reports because in October 2023, the UN Security Council Secretariat formally notified UN member states of the official termination of regulations under clauses 3, 4, and 6 of Annex B of Resolution 2231, including missile testing, export and import restrictions on missile-related items to Iran, and sanctions related to the seizure of assets and the provision of financial services to Iranian persons and entities under Security Council sanctions.
